From the supplier: History suggests that two political parties with very different agendas will not make major budget deals unless they feal under great duress. Reasons for a 1997 budget deal include the public preference that the matter be resolved, the benefit to congressional members who have to run in the next election of being able to say they balanced the budget, and the relative ease of accomplishing a balanced budget now with deficit projections lower than they have been in a long time. None of the dramatic historical conditions which impelled past major budget deals exist today. The financial market is strong and the deficit has gone down four years in a row.
